8x8 IFV [Qatar]

Due to the collapse of a deal with Nexter to procure 490 VBCI-2 8x8 armoured vehicles, Qatar is understood to have an outstanding requirement for a new 8x8 IFV to replace legacy platforms in service with its armed forces.

Specific details concerning the programme have not been disclosed, but it is likely to be similar to the failed VBCI deal, which was reported to cover the acquisition of 490 vehicles for EUR 1.5 billion ($1.61 billion).

According to an industry source at Eurosatory 2024, Qatar and KNDS are apparently in the later stages of negotiations for the Boxer 8x8 vehicle fitted with the RCT40 turret also from KNDS.

Programme Background

Qatar is believed to require a new 8x8 armoured vehicle platform to replace a range of legacy wheeled and tracked armoured vehicles currently in service with its armed forces, including the AMX-10RC, AMX-10P and VAB.

Following a competitive evaluation, it selected the Nexter VBCI-2 over Patria's Armored Modular Vehicle (AMV) in December 2017. Qatar was expected to procure multiple variants of the VBCI-2, consisting of an APC, ambulance, command post, IFV, mortar carrier and reconnaissance vehicle.

Despite the selection, negotiations failed to progress into a firm contract. According to French media reports, a French government investigation into allegations of corruption concerning Qatari national Nasser Al-Khelaïfi, president of PSG football club, threatened to jeopardise the contract.

Although subsequent reports claimed that French officials had managed to rescue the contract for Nexter, the programme appears to have stalled and there are several indications that Qatar is evaluating alternative platforms.

Among the alternative platforms under consideration could be the ARTEC consortium's Boxer and the Iveco Defence Vehicles Superav Land. A variant of the former equipped with the Kongsberg RT60 unmanned turret was developed for an undisclosed Middle Eastern customer and unveiled in May 2021, while the latter was demonstrated to Qatari officials in October 2020 ahead of its official public debut. The RT60-armed Boxer is expected to be production-ready by late 2022.

However, while there is plentiful evidence to suggest that Qatar is seeking another 8x8 armoured vehicle in place of the VBCI-2, the existence of such a programme has not been officially confirmed and no specific details concerning the number of vehicles required or the proposed budget have been revealed.

Forecast Methodology

As the existence of this programme has not been officially confirmed, the figures in this forecast are speculative estimates based on reported details of the 2017 VBCI-2 deal.

Units Required

Qatar was reported to have negotiated for the procurement of 490 VBCI-2s, suggesting a similar number of vehicles will be procured from an alternative vendor.

Programme Value and Unit Cost

The sale was reported to be worth $1.61 billion and it is estimated that each VBCI-2 would have had a unit cost of $2.957 million. This estimate was calculated by subtracting 10% from the value of the contract to account for support costs and dividing the remainder by 490.

Any future 8x8 procurement is expected to have a similar cost after accounting for inflation. When inflated to 2021 dollar values, the contract value is $1.754 billion and the unit cost is $3.222 million.

Programme Timeline

There is no indication as to when Qatar could sign a contract and take delivery of a new 8x8 armoured vehicle. Given that alternative platforms such as the Boxer and SuperAV Land appear to have been undergoing evaluations since 2020, it is possible that a contract could be signed in 2025.

There is typically a two-year lag time between the signing of a contract and the first deliveries. This suggests that first deliveries could take place in 2026. Since the VBCI-2 has yet to enter serial production, deliveries are forecast to take six years if production attains a rate of 100 vehicles per year.

In this yearly forecast, the estimated procurement value of this contract has been pro-rated across the forecast delivery period in line with the number of vehicles forecast to be procured each year. The number of vehicles forecast to be procured in the initial years of the programme has been gradually ramped up to account for the transition to full-rate production.
