Pandur II Replacement [Czech Republic]

Additional Information

Programme Background 

The Czech Republic currently operates 127 Pandur II IFVs, 107 of which were manufactured locally by Tatra between 2009 and 2013, with the remaining 20 procured in 2017. 

In 2024, the Czech government announced that it would be upgrading its Pandur II fleet with new ballistic and blast protection, new communications systems and a new drive system. This upgrade was scheduled to take place between 2027 and 2029. 

However, at IAV 2026, Czech army officers announced that this upgrade would be more limited in scope, focusing primarily on minor communications improvements. Instead, the Czech Army will focus on procuring a new 8x8 as a replacement.

This new 8x8 will be part of the wider military modernisation that the Czech government is currently undertaking, with the goal of becoming more interoperable with its NATO allies.

Bidders and Suppliers

It should be noted that a programme has not been officially announced and no indication has been given on a potential platform.

ARTEC Boxer

One possible solution is ARTEC's Boxer. Already ordered by Germany, the Netherlands and the UK, and due to be ordered by Portugal, Boxer is an established platform with a strong user group managed by the Organisation Conjointe de Coopération en matière d'ARmement (OCCAR). 

General Dynamics European Land Systems Piranha V

Another possible contender is GDELS Pinaha V. Currently being procured in its IFV variant by Romania and Spain, the Piranha V would be a cheaper alternative to the more expensive Boxer.

Patria AMVxp

Patria's AMVxp is currently being procured by Slovenia and Slovakia. Given that the Czech Army has stated that interoperability with its neighbours, especially Slovakia, is a key aim of its military modernisation, the AMVxp would be well placed to support that goal.

IDV SuperAV Land

The SuperAV Land is an 8x8 terrestrial variant of IDVs amphibious SuperAV. Whilst it is not currently in service with any military, it could offer a potential solution for the Czech Republic.

KNDS France VBCI-2

Another platform not currently in service, the VBCI-2 is the successor to the VBCI used by France. KNDS France has developed several variants and so has the potential to customise the vehicle for Czech needs if it were selected 

Forecast Methodology

Quantity Required

Shephard forecasts that the Czech Republic will replace its Pandur IIs on a like-for-like basis and procure 127 vehicles.

Programme Value and Unit Cost

The average unit cost of potential contenders for the programme gives a unit cost of $4.74 million. Taking this as a baseline, Shephard forecasts that the programme will have a value of $722.4 million. This includes an additional 20% to account for procurement and logistics costs.

PGO

Shephard has awarded this programme a PGO of 80%. Whilst the programme is technically unannounced, the Czech Army has stated that it needs to procure a new 8x8 in the near future. Additionally, scaling back the Pandur II upgrade programme will allow more funds to be directed towards the procurement of a new platform. Furthermore, speaking to Czech military officials at IAV 2026, Shephard understands that is programme is a key priority for the Czech army. Shephard also understands that the Czech government is evaluating using EU SAFE funds to underwrite the programme.

Timeline

Shephard forecasts that a programme could be launched by the end of 2026. This would allow a contract to be awarded in 2027. Assuming a two-year lead time, as is often common with IFV procurements in Europe, deliveries could commence in 2029 and be completed by the end of 2033.
